Imagine A Farmer Without Hoe

In those days and even now, it is very difficult to do anything without appropriate tool. With the advent of Internet, one wonders why so many LIPs are still struggling to get on. Well, it is true our institutions are not providing the necessary tools. But, there we have access to Internet all around us. Where? Cybercafes ofcourse. I do not know what the problem is that a LIP could not a functional e-mail address. Yahoo! Gmail! Lycos ... are all available free-of-charge (FOC). What do you think is the problem? No time to go to cybercafe or no money or no interest? In my own view, a LIP without an Internet e-mail address is like a farmer with a hoe. What do you think?
